Rivard Street Repair Project

In 2021, Pro-Line Asphalt Paving of Washington, Michigan was unable to complete the work the City contracted. The remaining work to resurface Rivard Boulevard, from Jefferson Avenue to Maumee Avenue and from Kercheval Avenue to Charlevoix, is in process.  Pro-Line Asphalt Paving anticipates the project to take about 8 to 10 weeks to complete.  This project includes the removal and replacement of concrete curb and gutters, driveway approaches, milling off the existing asphalt surface, joint and base repairs to the existing roadway base, and the placement of a new asphalt wearing surface.

The placement of the first layer of asphalt  (from Jefferson to Maumee) was completed on Wednesday, July 27 and the street has been temporarily reopened to traffic. Due to the soft conditions of the base, it will be a few days for the first layer of asphalt to harden before the contractor places the final layer of asphalt.

Traffic and parking will be allowed on Rivard until the final course of asphalt is scheduled.

Due to the recent wet weather conditions, the placement of the final layer of asphalt has been delayed to Wednesday, August 10. Therefore, Rivard (from Jefferson to Maumee) will be closed to all traffic starting at 7am on Wednesday, August 10.  All residents who require access out of their driveways on Wednesday, August 10 will need to remove their vehicles from their driveways and park on adjacent side streets on this day before 7am.  Paving operations are expected to be completed and the road fully opened to traffic the evening of August 10.

Please turn off automatic lawn irrigation systems on the evening of Tuesday, August 9 until paving is complete to prevent water from being on the roadway Wednesday morning which could delay the paving operations.

To provide for additional parking, residents will be allowed to park on the south side of Maumee Avenue where no parking signs have been covered between University and Roosevelt and parking can occur where available on one side of University as posted.  

Dan K’s Landscaping completed their final watering of the newly placed sod on July 1.  Property owners are now responsible for watering the new sod that has been placed.  It has been noted there are certain areas of missing or inadequate restoration that will be addressed by the restoration subcontractor once road work is completed.

Garbage pickup, mail delivery, and parcel delivery will not be interrupted. Please continue to place garbage at the curb on your regular day for pickup.
